South Pender trustees ask staff to revisit short-term rental project
The committee called the proposed bylaw change critical and asked that it be reconsidered if staff resources become available.

The South Pender Local Trust Committee asked that a reduced-scope project to amend the Land Use Bylaw for certain existing short-term vacation rentals be reconsidered if staff resources become available; the motion carried. [1]
The minutes say the project was moved to the active list in 2025, but its draft charter was deferred at a September meeting and the November meeting was cancelled during a BCGEU strike. At the February 2026 meeting, the committee asked for the project to be considered for funding, but the Director of Planning Services did not approve resources for it. [1]
At the May 8 meeting, staff recommended moving the project from the active list to the future projects list for consideration by the next committee. Chair Tobi Elliott said staff resources are shared across the Trust area and that the Director of Planning Services and Chief Administrative Officer allocate them; she also pointed to the Temporary Use Permit system. Trustee Kristina Evans said she would continue pursuing the matter, while Trustee Dag Falck questioned how a discussion at an already scheduled meeting would add to staff resources. Elliott said staff work includes research, reports and referrals, not only attending the decision-making meeting. [2]
The committee’s motion described the reduced-scope project as critical and requested reconsideration if staff resourcing becomes available. The minutes also say the standing resolution to defer bylaw enforcement applies to short-term vacation rentals legally operating as of April 2024. [1]
