The South Pender Local Trust Committee asked staff to update the draft charter for a short-term vacation rental review and seek budget approval from the Director of Planning Services. The request cited legislative changes affecting community members and delays after the charter was not endorsed at earlier meetings.[1]
Acting Regional Planning Manager Kim Stockdill told the committee the project was not considered underway because its charter had never been endorsed, and that no budget had been allocated for minor projects in the 2026-2027 fiscal year. She said proceeding would require the director to allocate both budget and staff resources.[1]
Trustee Kristina Evans said operators had been left in limbo after provincial rule changes and that the committee had previously intended to address the issue through a project. Chair Tobi Elliott said a previous committee could not bind future committees and that temporary use permits were used by other local trust committees.[1]
The motion to request an updated charter and budget approval carried. The minutes record three reasons: the issue could not be added to the current bylaw amendment project; the committee viewed it as urgent following legislative changes; and endorsement of the charter had been delayed after a September meeting ran out of time and a November meeting was cancelled.[1]
