South Pender committee advances Bylaw 129 for a second reading

The committee approved amendments to the proposed land-use bylaw and asked staff to speak with Hereditary Chief Eric Pelkey before the end of October.

The proposed changes to South Pender’s Land Use Bylaw No. 129 will proceed to a second reading, after the Local Trust Committee approved the amended bylaw at its September 5 meeting. The committee also asked staff to contact Hereditary Chief Eric Pelkey about his letter before the end of October. [1]

The amendments change wording about vehicle licence plates, remove two agriculture subsections and add an information note about the Agricultural Land Reserve Use Regulation’s limit on dwelling floor area for certain parcels. [1]

During discussion, trustees spoke about Pelkey’s request for more time to review the bylaw and whether new information could lead to another public hearing. The minutes record discussion of assessing whether the information could be addressed by the committee, fell within Islands Trust jurisdiction and could be dealt with through this bylaw. [1]

The committee’s motion to read Bylaw 129 a second time as amended carried. The minutes record differing views among trustees: Chair Tobi Elliott said hardship had not been demonstrated, Trustee Kristina Evans said residents wanted the change, and Trustee Dag Falck said the change could allow multigenerational living.
