The proposed change would retain a reference to valid motor vehicle number plates in the derelict-vehicle section of Draft Bylaw 129. Trustees deferred the wording for staff consideration and inclusion in the next staff report, rather than proceeding with second reading at the July 4 meeting.[1]
The discussion followed a question about whether removing the existing reference to plates could leave the bylaw unclear about when a vehicle is considered unlicensed. The minutes record concerns that plates alone do not establish whether a vehicle is insured, and that more public feedback on the issue would be welcome.[1]
Island Planner Kim Stockdill told the committee that the upcoming Community Information Meeting and Public Hearing on Draft Bylaw 129 were scheduled for September 5 at North Pender Anglican Hall. The minutes say two First Nations referral responses had been received, both deferring to Nations directly affected.[1]
During public comment, a speaker asked trustees to explain how proposed changes to house-size allowances and setbacks related to the Official Community Plan. Trustees discussed accessibility, diverse household needs, rural character and environmental considerations; the minutes record that the committee did not proceed with second reading at this meeting.[1]
